§ 3-307. Vacancies in classified service generally.

Vacancies in the classified service shall be filled either by regular appointment, temporary appointment, reemployment, promotion, transfer or demotion. The Director may advise with appointing authorities as to which of those methods should be employed in each instance, but the decision shall rest with the appointing authority; provided, that appointments may be made only in accordance with the provisions of this chapter. The appointing authority shall fill vacancies in the classified service by promotion as far as deemed practical.
