The Mayor and Aldermen of the City of Savannah shall have the full power and authority,
in their discretion, to grade, pave, macadamize and otherwise improve for travel and
drainage the streets and public lanes and alleys of the said city, to put down curbing,
cross drains, crossings and otherwise improve the same.
